changing window behavior in 12.04

I would like to be able to get back to the window behavior I formally had,
that is, not having the window raise when it is the focus window unless I
click in it. I currently have it set so the window focus follows the mouse
but I can't get the focus window to not raise. This makes it difficult to
move the mouse from a small window to a larger one surrounding it without
having the small one disappear. I am stubbornly still using the gnome wm as
I do not like Unity. I have tried using the gnome manager but this doesn't
seem to have the required capability. Any suggestions?
