Xubuntu panel gone

I have loaded Xubuntu on a friend's old clunker and it seems to run
well. However, when playing around with it (I have used Unbuntu with
Gnome for years but have never used Xubuntu
or xfce before) I managed to make the panel disappear.

I Googled the problem and found the solution: run the command
xfce4-panel in a terminal. But that does not work - I get the error
"Floating point exception" and, although the panel flashes at me a few
times, I get back to where i was.

There is a "Panel" menu item under Applications - Settings but it does
not do anything.

I created a new user and its panel works fine. It is just the original user :-(

The simplest solution is to re-install the desktop environment from Synaptic
or with sudo apt-get install xubuntu-desktop. You could also try deleting
any setting first.

what do you mean "deleting any setting first"? What settings,
where?

This is easier said than done as there is no Internet connection - but I
could drag the clunker to a DSL connection somewhere.

Actually the easiest solution is just to delete that user name and create a
new one. But I would like a solution in case it happens again.

Settings for Linux desktops are in hidden folders that begin with a dot. You
can see them by pressing Ctrl+H in Nautilus or go to the menu. XFCE's
settings are in the .config folder under XFCE4. Just delete the whole
folder. It will rebuild the settings after you re-install. Otherwise if you
don't it will re-use settings that may pose a problem.
