i wondered how to setup my scanner ( UMAX ASTRA 2400, usb port) in my RH linux 7.3.

Beats me, never owned one. You might try the Linux Documentation
Project, however, which keeps an up to date database of Linux
documentation. If there is anything available on it then you should be
able to find it there.
