My page can't reference other objects in project

How come the pages I create for a project can't reference other
objects in the same project, like a dataset for instance. See the
following error message.

Compiler Error Message: CS0103: The name 'dataSet11' does not
exist in the class or namespace 'ASP.oncallschedule_aspx'
