Open Office writer does cd cover and tray inserts for jewel cases
glabel lets you create your own templates as well.

how do you do this? I looked in templates
and did not see anything?

file>new>label the inserts are well down the list

Its rather well hidden and imo label is not an intuitive place for
these.
