Never work on a mounted partition. That means that you will have to use the
Live CD and the Partition Editor or GParted. Basically what you need to do
is resize Ubuntu first and make it smaller with the freed space between the
Ubuntu and Windows Partition and not on the end. Apply it. Then you will
resize Windows and make it larger using the freed up space from the first
step.
There is also a stand alone Linux distribution called Parted Magic that will
do this for you. It is a Live CD. You can also use the Ubuntu CD or almost
any other distribution.
