Can I change the default color Excel 2003 Or Exel 2007 uses to
highlight the selected cells ?

I think this is a windows setting. Right click the desktop, select
Properties, select the appearance tab and click advanced. Then you can drop
down the box to "Selected Items" and change  the colour.

I am not sure if this is the right answer, but It seems likely.
