Adding launcher icons

using ubuntu 8.04 with gnome desktop

I'm sure this is quite simple to do but i don't seem to have achieved it.

I'm using gvim as my main text editor and wanted to add a launcher
[the Vim one] to the bottom panel.

Adding a panel or menubar to the desktop is fine but icons come from
usr/share/icons/hicolor/scalable/apps/gnome-panel-launcher.svg (or
whichever icon) and i want to put the Vim one there. How?

In the repositories:

usb-creator? Why on earth should i want to use usb-creator? Not in the
repos of 8.04 anyhow.

What i need to do is copy vim.svg into the
usr/share/icons/hicolor/scalable/apps directory BUT i'm not sure about
the permissions to do that

Well i've managed to copy vim.svg to that directory this afternoon and
all works fine.
