how to configure a server

I tried to instal some server programs to transfer files more easily. However,
I cannot even start them. They give the following error messages:

alexandru@alexandru-desktop:~$ apache2
apache2: bad user name ${APACHE_RUN_USER}
alexandru@alexandru-desktop:~$

alexandru@alexandru-desktop:~$ sudo vsftpd
[sudo] password for alexandru:
500 OOPS: could not bind listening IPv4 socket
alexandru@alexandru-desktop:~$

Are you using GPG to sign your messages? If so, are you using PGP/MIME, my
PGP proxy keeps saying its trying to get your key and just hangs there.

If you are using PGP/MIME, it does not work with this group as non-text
portions such as your attached MIME signature are removed.

I have PPPoE connection. Can I configure a FTP server on my PC in these
conditions ? One of my colleagues tested a link and it does not work.
