Comm ports unavailable in Ubuntu

Bitware Fax Application

Wine throws an error message while trying to install the Windows 9x Bitware
application and can't continue. The error reported is apparant use of all comm
ports by the OS. The application tries comm ports from 1 through 12, but all
seem unavailable to use.

How do I release a comm port (say, comm port 1) for use by an application?

I'd like to use the Bitfax program by Bitware to provide a full-function fax
program for my local machine. I haven't yet found a Linux-Debian software
program to equal it. Anyone know of one? The program should run in the
background, answer an incoming fax, respond to distinctive ringing, maintain an
address book and log book of sent/received faxes, send faxes and be available as
a printer selection to other OpenOffice applications.
