The formula  is not located in any of the cells being referenced (D4 or B4)...
lets say it's in E4.
One thing I forgot to mention... the cell  being checked by the if statement  is a
Data Validation Cell, I think
that was my problem, cause I tried the formula again on a static Cell with the
same value and it removed the Circular reference  warning.
