How to program shortcut menus other than the "cell" shortcut ?

I am aware of ways to program the shortcut menu which pops up when I right
click on a cell.

But there are other shortcut menus which pop up, when I right click, say a *
chart*,
or maybe , a *sheet tab* or a *pivot table*. There are seperate shortcut
menus for most objects.

Can anyone please tell me how to program them?

In addition to that, is there a way to pop up a totally different menu
instead of the existing one?
say I want *only these* 4 options to show up when one right clicks on a
cell:

Option 1
Option 2
Option 3
Option 4

How do i do that?

I need help regarding conditional formatting a cell  according to the current
time. E.g. in cell A1 I have inserted the formula =now(). In A2 I need a
conditional format so that if the time in A2 is anywhere between the time in
A1 and an hour less from the time in A1 then it should be blue. However if
the time in A2 is anywhere between the time in A1 and an hour more from the
time in A1 then it should be red.
