Local java applet

I think you all know go.icq.com, a java icq version. My
problem is simple. I wanna use icqgo in my work, but because of my
network firewall that blocks any java content, i just can´t. Besides
blocking icq normal servers, they also block JAVA. I was thinking...
is possible to "install" the CAB file in my computer, and them make
my browser look for the cab file localy, and not remotely? It is
quite the same as the "temporary internet files". You see the
problem ? And i cannot modify ny programmer line from the icqgo
project. I just wanna the programm to use the local file instead of
the remote one... is that possible??? I don´t know.. maybe as a dll
or modifying my registry...
