keeping a computer from accessing the net

I'm not totally sure of the syntax, but one way to do it is to change
/etc/network/interfaces so that the machine without Internet access
has not got a default gateway. This is normally configured by DHCP.

Another option is to configure your router / NAT / firewall device to
block this one machine, but if you do this be sure to also configure
the DHCP server on the router device to always give this PC the same
IP address (configure DHCP to issue the same IP to the PC's MAC address).

may I suggest try 'manual settings' in network manager and just remove the
DNS server address, in my setup it is 192.168.1.1, which is the router to
provide the DNS service. Keep the default gateway ( also 192.168.1. in my
setup)

My problem is usually the other way aroung

A word of warning, removing the DNS entry only prevents name
resolution (converting a URL to a IP address). If someone (or
something) uses an IP address to access the Web, it would still work.
It depends on if this gives you what you need.

However the default route is the route an IP stack goes to if the
destination address is not on the local net. If you take this away,
the PC can not get outside the local network (with either URL or IP
address).

Of course a technical person could work this out & put it back,
therefore if security is a requirement, block it at the firewall router.
