is only set the direction of the page. do not expect it works every where.
I've made many web drop down menu right-to-left most of them work with .css files.
the only thing you must do is know how the .css classes works and what for they are defined.
set left-padding or right-padding attributes of sub-menu class. and
set the direction attributes to 'rtl'
