suppose i have data in the form;

the input has 2 columns.

this is the output i am interested in:

cell_id neighbour_id1 neighbour_id2 neighbour_id3
1 ...........2 ...........3 ..........4
2 ...........1 ...........3
3 ...........1 ...........2 ..........4

can anyone help me .
ps note;there are 4 columns in the output.
Macro would be preferred or you can tell me using VBA.
