Long Delay Before KYBD/Mouse Detection

I am running Karmic, and on the rare occasions when I have to reboot, my machine
boots up to the Keyring login window, and sits there waiting for my password.
The problem is that it may take as long a 5 minutes before my keyboard and mouse
start to function. They are both plugged into USB ports on the MB (but the
problem also occurs when they are plugged into a port on a USB I/O card). There
is not a lot of disk activity during the wait period. Once the devices start
working, everything is fine until I have to reboot.

Any thoughts (besides 10.10)?

From a hardware point of view, decide which USB1 or USB2 port to use, if you
change it, the BIOS and Ubuntu have to re-address it. You do have Legacy USB
turned on in the motherboard BIOS, I presume.
