pppoe reconnect delay

I'm running a Red Hat 8 server and using roaringpenguin for automatic pppoe.
When
the connection goes down and roaringpenguin reconnects, Earthlink hasn't
released
my static ip, so I get assigned a dynamic address. Of course the computer sees
the
internet, but the world doesn't see my web sites.

I've had no luck w/ Earthlink. Can I program in a reconnect delay? I'm willing
to pay
for more expensive service if it would solve the problem. What level of DSL
these
days would give me an ip address I could count on?
