How do we turn on the system tray in ubuntu 10.4 if we have somehow accidently
turned it off? I am getting an error message when trying to use network applet
that the system tray is missing.

This is called "notification area in ubuntu gnome. Follow the below:

right click on your gnome panel -> add to panel -> select "notification
area" -> click "add" -> all done.

how do you suppose it was lost in the first place?

I usually just assume I made some errant click when the similar happens to
me. Though this could have been removed or crashed when you were disabling
your libnotify plugin with pidgin.

Right-click on the panel where you want the system tray, click Add To
Panel... then choose Notification Area from the list.

Ever since the 10.04 upgrade, I've lost the volume control from mine,
and there doesn't appear to be an obvious method of reinstating it ...
