The people who developed RUP are not fool nor colonels(I don't think you mean that) :)
I think I feel what you mean some how, It is because of bad customization of RUP in most of companies. RUP could be very simple, make it simple as much as you want but don't forget the best practices. Attacking risk early & iterative development,... should not make the atmosphere army. Many projects  have failed, and the analysts has found the reasons and now they are proposing solutions and methodologies; one of them is RUP. What is wrong with this?
