Ogg Vorbis encoder

I've got a problem... I love Sound Juicer because I can encode audio in
Ogg using the Quality settings rather than by CBR.
Unfortunately, my Juicer will not encode in Ogg. I've reinstalled the
program. I've completely removed the program and then reinstalled it.
So, all I have to encode in ogg is Grip and it only rips in CBR.
Can anyone help me where to get my ogg vorbis encoder back?
or... give me the gstreamer pipeline command and I will see if this
brings it back. (I can edit the setting, but it does not appear as an
option when encoding)

Did it ever work or is this something new?

There are alternatives mentioned and some things that you may need to install or
some settings to change.
