windows cannot find the java compiler

Here is my current autoexec.bat file

PATH C:\WINDOWS;C:\WINDOWS\COMMAND

I need to be able to compile and the instructions I have told me to
add this:

;C:\JDK1.3.1_<version number>\BIN

I have version 1. I have tried all combinations, I think. What exactly
should I add to the end of the autoexec.bat file?
